It still is the elven Doctor. David regenrating into David is inaccurate. He didn't complete the regeneration. Now the reason Time Lords only have 12 regenerations is because of the rearraging of the brain cells cannot go past the 12th. So because he didn't go through a full regeneration, he's brain cells weren't rearranged hence, he still has three more regenerations. That is till they come up with some way to go past the thirteen. OR just ignore established mythos.

I don't think any jiggery-pokery will be required. It's already established as far back as "The Five Doctors" that the Time Lords can give additional regenerations if they so wish. |It was something they offered the Master to persuade him to assist the Doctor. Allowing for the fact that the Time Lords are all dead, which existentially speaking is a difficult concept anyway, it would simply require the Doctor to find and make use of whatever science or technology his people already had.

I know it's not strictly canon, but didn't it say in Lungbarrow that one of the founders of Gallifrey(I can't remember which) put a deliberate restriction on regenerations?

I think that it was said that the timelords had put a limit of 12 regenerations onto every timelord.

As their all dead that limit could now be gone.

This is only going to run for six episodes right...

But we all know that the Master has gone well beyond his allotted lives, so the precedent is set.

If SM's got any sense he'll bring the TL's back - if nothing else they are able to act as 'enablers' for a story, to give rhyme and reason, rather than just constant random roamings.

The Doctor could still die though as they need certain conditions to regenerate I think.
Let's let the TV series production crew sort that out though.

Iris Wildthyme for example was not someone who would have been likely take part in the time war.
Although she only appeared in the novels.

Or ones from their past travel forward, past the Time War, and become the future Time Lords.

Or something.

Besides over use of the Sonic Screwdriver, RTMs biggest mistake was removing the Time Lords.
